Job Description

Manager, Supply-Chain, Oil Sands Manufacturing

Reporting to the V.P. of Supply-Chain Management and part of the SCM leadership team, the Manager of Supply-Chain, Oil Sands Manufacturing is accountable for the cost, schedule and quality of all materials and services procured in support of the Oil Sands Production, Operations, Maintenance and Site Services throughout the end-to-end life cycle.

Accountabilities:

  • End to end Strategy and Governance:
  • Build and develop a strategy, structure, governance and processes for all OSM external good and services.
  • Manage a Company-wide portfolio including all critical OSM Goods and Services.
  • Perform market analysis for his portfolio, develop price evolution forecasts in support of OSM.
  • Functionally lead the end-to-end supply-chain for all external goods and services in support of OSM including procurement, materials planning, warehousing and contract management.
  • Deliver external cost evolution performance monthly to OSM leadership.
  • Define, implement and drive processes for the interactions with internal and external stakeholders, including contract implementation and compliance, business requirements and conflict resolution

Strategic Sourcing

  • Lead sourcing, contracting and vendor management Company-wide for Chemicals, Maintenance, Operations services, Waste and water management.
  • Achieve Year-over-year cost reduction targets on external goods and schedule for the portfolio and in support of OSM objectives.
  • Deploy the right contracting strategy to maximize sustainable competitive advantage in cost, cash and operational performance, through industry volatility.
  • Design and deploy multi-level negotiations strategies with key vendors, interacting directly with vendors at the vice-president and executive level.
  • Design and deploy the right logistical solutions to minimize inventories and cash utilization.

Supplier Performance

  • Ensure Vendor good and services quality, safety and delivery goods and services, from Innovation to Customer support and warranty.
  • Implement the right Requisition to Pay tools and processes to minimize transaction costs, ensure compliance to negotiated contracts and minimize the cost leakage for OSM, through the use of E-catalogues, procurement cards and other levers

Management:

  • Directly lead a team of 12 sourcing and category management supply-chain professionals, from Group Leads/Specialists to analysts.
  • Functionally lead of 30+ procurement, logistics and warehousing professionals, from group leads/specialists to analyst.

Leadership:

  • Drive SCM into a lever of competitive advantage as part of the CM leadership team.
  • Drive cost leadership and operational excellence cross-functionally as part of the OSM leadership team.
  • Keep abreast of and deploy cross-industry best practices and innovations to maintain competitive advantage and positioning.
  • Adhere to and cascade strong ethical principles and standards in all aspects of internal and external relationships.

Qualifications:

  • Must be legally entitled to work in Canada
  • 10+ years procurement or sourcing management experience;
  • Academic Degree in Business Administration or equivalent. Alternatively Law or Engineering Degree combined with MBA
  • Ability to lead complex negotiations. Previous responsibility for negotiations and supplier management through the development phase
  • Previous experience building and initiating a strategic sourcing process
  • Ability to negotiate skillfully in tough situations with both internal and external groups
  • Sourcing expertise with planning, assessing and implementing outsourcing and multi-sourcing delivery models
  • Category management and management of cross-functional category teams
  • Strategic thinker but focused on delivery
  • Strong analytical skills. Able to solve problems through honest analysis coupled with good judgment; initiative and decision making abilities
  • Excellent presentation skills. Able to speak and write clearly and succinctly in a variety of communication settings and with different levels of stakeholders
  • Knowledgeable in current and possible future policies, practices, trends, technology and information affecting his/her business and organization
  • Experience in business segment where Supply-chain management is mature is a strong asset
